Since its creation, GIP Chemparc has contributed to the attractiveness and adaptability of the Lacq Basin. The ambitions of Chemparc are now recognised by the CNER as those of an agency for territorial attractiveness and economic development.

Decarbonisation
A basin committed to sustainable, low‑carbon industry
A low‑carbon industrial territory
The Lacq Basin has undergone many changes throughout its industrial history. Today, it must address the challenges of the energy transition and commit to an ambitious approach to reducing its carbon impact. For more than 15 years, the territory has been shifting towards new, more environmentally respectful activities while progressively transforming its local ecosystem. The Lacq Basin’s economic model is now in full transition.
A decarbonisation project: “LACQ iz BACarbone”
The “LACQ iz BACarbone” project, led by GIP Chemparc, has been selected as a winner of the ZIBaC call for projects under the France 2030 recovery plan. Launched in April 2025, the programme aims to develop a decarbonisation roadmap for industrial activities.

Towards carbon neutrality by 2050
LACQ iz BACarbone aims to achieve carbon neutrality by 2050 by carrying out technical studies to build a shared decarbonisation pathway. This programme combines economic performance and territorial attractiveness through a public-private partnership.

Supporting local businesses and strengthening skills

A territory of industries and skills
The Lacq Basin is part of a diversified industrial ecosystem built around interconnected value chains. GIP Chemparc is the coordinating body for the Territoire d’Industrie Lacq‑Pau‑Tarbes programme, which aims to support the reindustrialisation of intermediate territories. GIP Chemparc leads this initiative on behalf of all 11 partner intermunicipalities.
A project serving the community
The Territoire d’Industrie Lacq‑Pau‑Tarbes programme supports the development projects of local companies while driving collective initiatives by and for industrial players on themes such as employment and skills, land and infrastructure, Industrial and Territorial Ecology, logistics, and more.
Towards stronger companies and stronger skills
Territoire d’Industrie Lacq-Pau-Tarbes is a national initiative led by the French State to support the reindustrialisation of regional territories. With a national network of 183 labelled territories, the Lacq-Pau-Tarbes area stands out for its unique dynamism largely driven by the industrial activity of the Lacq basin.

Lacq has a future because it chooses so, anchored in a resilient industrial strategy
One region, one agency
The Lacq Basin is a territory supported and driven by its attractiveness and economic development agency, recognised by the CNER. GIP Chemparc is implementing its roadmap to adapt the local industrial model in response to crises and ongoing transitions. This roadmap, developed by industrial stakeholders, is designed to ensure the resilience and long‑term viability of our industrial model.
An agency by and for manufacturers
GIP Chemparc is regarded by local stakeholders as the “parliament of the Lacq Basin”, bringing together all key players in support of the common good and of our industrial companies. Its board members agree on the need to extend our actions across the wider Pays de l’Adour area, in the interests of both our basin and our territory.

Towards the Lacq basin and its industrial future
For more than 20 years, GIP Chemparc has contributed to strengthening existing industries while exploring new opportunities for business location. Since its creation, GIP Chemparc has continuously worked to build a shared roadmap, shaped by and for the territory’s stakeholders, making this public–private collaboration a model of industrial strategy.
